　　或許您聽聞過「假新聞」但是．您清楚新聞就是新聞嗎? 「假新聞」真相是不懂新聞的非專業人士，為因應製造社會輿論所生的謬誤，目的在搞行銷包裝新聞並藉此謀取相關獲利。


　　假新聞並不存在，因為新聞有一定的產製過程，就像任何職場要完成每一項任務前總有相關流程；單就新聞而論，不僅複雜繁瑣，加上媒體產業範疇龐大又多類型，所以各有獨立的作業規範，正所謂媒體自主，即如此得來。


　　此外，各媒體基於所謂第四權，其新聞從業人員被賦予天職，進行採訪而報導的過程乃替社會大眾，執行監督權，盯政府施政，輔導並協助各產業去蕪存菁且持續精進；值得再深入瞭解的是，記者也有區別及差異，以符合所屬類型傳媒的單位需求和規範！


　　若是簡單的分析而論，主要可分為兩大類。一是報章雜誌等所謂的平面媒體中的記者，英文是Journalist；另一則是電視台製播新聞內容含全時段皆提供新聞報導的電視台記者，比較仍算是播報員，其為了製播出新聞內容，而有與受訪者之互動，雖與平面記者一樣，通稱為「採訪過程」，但基於少有達到新聞的「新」之標準，且最終報導露出的新聞內容作品大多侷限在長度約1分50秒左右，因此，嚴格來說僅能稱其是「製播新聞性內容的編輯播報員」，英文則是Reporter。


　　換言之，Journalist、Reporter兩英文單詞，雖已皆被視為「記者」之意，卻仍有所別，錙銖計較其差異與專業和產製成新聞過程中的嚴謹度及把關狀況，是時尚真的差很大，根本可以說是無法相比較，資源與人脈更難相提並論；然而，當前媒體亂象、新聞失序已演變成顯性的全球性問題，嚴重程度事實上還大過世界各國高調防疫Covid-19（武漢肺炎、新冠肺炎）的現狀。


　　臺灣是民主法治國家，前人的努力與奮鬥，讓我們今日有較舒適的生活品質與環境；然而，其中最重要的關鍵、牽動各產業發展、監督政府施政、在中華民國《憲法》捍衛下而擁無形又無實權的傳媒，卻成全民最詬病的問題！時代進步、科技發展快速，唯獨媒體持續退步，為什麼？


　　媒體亂象、新聞失序，「媒體亂報」、「記者都這樣（隨便、恣意妄為、只會抄）」、「媒體業景氣不好」、「假新聞」等言詞輿論，相信與產業息息相關的你我都有盡數聽聞過，也一定對其中一個可謂「耳熟能詳」。


　　但，你我最熟悉的說詞，並不存在，媒體範疇廣大且深遠，加上類型多，各媒體皆有其處理工作事務上的流程，與其他產業並無迥異之處。反之，因謬誤遭操弄成習，誤導視聽間接製造輿論使社會安全隱憂危機等關乎個人甚至是國家整體問題竟已直接敗壞產業9年！媒體不正常，再怎麼宣稱「發展」永遠是幻想。


　　2016年，一名文化部主管級女性同仁，向當時在臺灣《壹週刊》任職的我爆料，「新聞局變文化部後，沒將媒體登記和相關事宜跟著帶至新部門，結果現在澄清稿媒體不登，只好自行刊登在官網」。可以理解的是，公務員還是得遵照囑咐完成公務，即使清楚解決問題之道，無奈及哀怨也僅能放在內心深處。


　　同年桃園一名女獸醫師、臺大學姐，服用讓動物安樂死的藥，了結寶貴生命，只為喚醒政府施政新策要先瞭解實際情況，才能用對方式、處之得宜；讓人不勝唏噓且感到遺憾又難以理解的是，臺灣宣稱世上最自由的國家，媒體數也堪喻全球之冠，記者更是人人可為，怎麼會得靠自殺才能發聲？


　　您好，我是歐葛，本名黃識軒，高中畢業後因中廣音樂網Wave Radio活動，成為廣播DJ，離開臺大校園前也同時將自己遊歷全台主流廣播電台所學及參訪國際友邦國家電台之見聞，五南出版集團所屬的達人館亦發行著作《DJ歐葛－19歲王子賣聲時》、《明星DJ就是你》，接著先後在《中國時報》、《壹週刊》擔任文字記者與編輯部主管職，也曾因台視「百萬主播」徵選活動進新聞部圓播報夢。


　　東森媒體集團結束ETFM廣播網後，重心轉至ETToday，當時深夜帶狀主持四小時的我因此創建部落格，累積共有七百多萬的家族成員們。大陸互聯網崛起時，一趟中國行完成與新浪、搜狐、騰訊、優酷、網易共五大網站的簽約合作；返台後，協力臺大教授彭文正，創辦第一家行動媒體APP「31SMS」。兩年前，受邀重返週刊任職，與壹傳媒老闆黎智英，商議其想法及評估後，推行平面媒體的網路訂閱會員新制。


　　甚至，將PTT變成平面記者找尋新聞素材的管道來源之一、創辦全球第一個雲端寵物媒體，及漸受各界知悉的「網紅」初期分別受邀參與兩岸平台「17」、「LIVE」兩小時吸引15萬人次觀看奪冠等，皆是年輕時喜愛媒體工作，不斷勇於嘗試與挑戰的經歷。


　　期間，還有在三立電視擔任行銷公關，並曾多家社福公益團體服務，包含資深藝人紀寶如創辦的臺灣優質生命協會，以及多數大眾也聽聞過的「花旗聯合勸募」。不論職銜多高、所在職場為何，我從未放棄過最喜歡的廣播主持工作；至今21年，雖將屆不惑之年，卻始終自稱只有8歲，聽眾也戲稱我「歐8」．「歐八歲」。


　　以上概述供參，畢竟你我並不熟識。仍盼藉由此次撰文出實情，能獲更多人瞭解，我願意分享經驗傳承實務並以之創業，都是希望國家及產業有機會翻轉現狀，變得更好，「錯誤之事就該歸回正道，明知錯誤卻任其走上歧途，日後必有後悔之時」；透過任何機會嘗試溝通，也讓其實同樣身處與大眾傳播新聞媒體業有關的您，釐清辨實相關想法與看法或是觀點、方法及意向，讓我們有機會一起扭轉未來，若無法成為夥伴，即使僅只於精神支持，勢必也都將讓我更有動力並得能力看清方向、解決問題、導正缺失，落實第四權之餘，促進產業建立合理體制、恢復記者應有之專業和水準、使媒體不迷失各自本位、發揮其應有功能，以利產業正常，臺灣的未來可以有實質前景！

Fake news does not exist, because news has a certain production process, just like any workplace has to complete each task before there are related processes; news alone is not only complicated and cumbersome, and the media industry has a huge and diverse range. , So each has its own operating standards, the so-called media autonomy, that is, it comes from this way.


In addition, based on the so-called fourth right, the journalists of various media are given their bounden duties. The process of conducting interviews and reporting is to perform supervision on behalf of the general public, follow the government's governance, and counsel and assist various industries to eliminate the waste and continue to improve; It is worth further understanding that reporters also have differences and differences to meet the unit needs and specifications of their respective types of media!


If it is a simple analysis, it can be divided into two main categories. One is journalists in so-called print media such as newspapers and magazines. The English name is Journalist; the other is television reporters who produce and broadcast news content and provide news coverage at all times. They are still relatively broadcasters. They are used to produce and broadcast news content. Interactions with interviewees, like print reporters, are commonly referred to as "interview process", but based on the fact that they rarely meet the "new" standards of news, and the news content exposed in the final report is mostly limited to about 1 minute in length. It can be said that it cannot be compared at all, and resources and contacts are even more difficult to compare; however, the current media chaos and news disorder have evolved into obvious global problems, and the severity is actually greater than that of high-profile epidemic prevention in countries around the world, the current status of Covid-19 (Wuhan pneumonia, new coronary pneumonia).


Taiwan is a democratic country under the rule of law. The efforts and struggles of our predecessors have given us a more comfortable quality of life and environment; however, the most important key is to influence the development of various industries, supervise government governance, and be protected by the Constitution of the Republic of China. The media, which has invisible and no real power, has become the most criticized problem of the whole people! With the progress of the times and rapid technological development, only the media continues to regress. Why?


The media is chaotic, news is out of order, "media reports", "reporters are like this (randomly, recklessly, only copying)", "the media industry is not doing well", "fake news" and other words and public opinions are believed to be closely related to the industry. You and I have all heard of it, and I must be familiar with one of them.


However, the words that you and I are most familiar with do not exist. The scope of media is vast and far-reaching, coupled with many types, each media has its own process of handling work affairs, and it is no different from other industries.


In 2016, a female colleague of the Ministry of Culture, who was in charge of the Ministry of Culture, broke the news to me, who was working at Next Magazine in Taiwan. What is regrettable and incomprehensible is that Taiwan claims to be the freest country in the world, and the number of media is also the highest in the world, and reporters are everyone else. How can they rely on suicide to speak out?


Hello, I am Ogre, my real name is Huang Zhixuan. After graduating from high school, I became a radio DJ due to the Wave Radio activities of China Radio Music Network. Before leaving the NTU campus, I also traveled to all major radio stations in Taiwan and visited international friendly countries. After Dongsen Media Group ended the ETFM radio network, the focus shifted to ETToday. At that time, I hosted the band for four hours late at night and created a blog. There are a total of more than 7 million family members.


During the rise of the Internet in mainland China, a trip to China completed the signing and cooperation with Sina, Sohu, Tencent, Youku, and NetEase. After returning to Taiwan, he worked with NTU professor Peng Wenzheng to create the first mobile media app "31SMS".
